Hermetic circle are (should be) astral barriers only while being used for a
ritual (either summoning or ritual sorcery).

Nope, it's always taken (Rating) hours to draw a circle, even since SR1.

Offically? No. However, you are free to limit things in your campaign as
desired. Just because there's no limit specificed in the book doesn't mean you
have to allow a shaman PC to have that Rating 20 medicine lodge for 10,000
nuyen. I generally use a character's Magic attribute as a measure of how much
he can "handle" magically in terms of constructs like lodges and circles,
YMMV.
