Gear Section. The bonus is the same that exists now (the strongest
value plus half the lowest round down). For every point the combined
(full) Ballistic values above quickness is a penalty to all quickness
based tests and to movement.
All armor reduces combat pool by 1 die for every 2 points the
Ballistic or Impact rating is above the characters quickness. The example
given for this is off but _I think_ it's really 1 die for 2 points of
Ballistic _and_ Impact armor above Quickness.
[example has a Quickness 6 9/7 layered armor with -4 dice which doesn't
jibe with either interpretation.]

Layering armor is mentioned in the SR3 ... pp. 285 of the SR3 ...
