Is this a BAD thing?

yeah ...well, with alphaware becoming more common in SR3, that first
level wasn't doing much :)
What about:
SOTA lvl 1 (Cost 2) Allows up to availability 15 gear, and Cultured
Bioware, and Beta Cyber
SOTA lvl 2 (Cost 4 or 5) Allows any availability gear, and Delta Cyber.

I dunno. I see the SOTA edge as something to maintain balance between
characters. But yeah ... I don't usually enforce gear availability
unless I really can't see how the char got the gear ... (uh... The MBW
and Tactical Comp were gifts from my grandmother for graduating high
school?)
