During character creation do you need to purchase the conjuring
materials in order to start out with a bound spirit, or do you only
worry about that if you want to conjure during the game?

If it doesn't say, I'd forget about the materials. You don't need to
deduct lifestyle costs for the years your character spent up until now,
or pay for a college education your backstory says the character had,
etc. so I wouldn't worry about the cost of a spirit that's already bound
at the start of the game.

You could, of course, buy the necessary materials and only make the
rolls once the character is in the game.

Thanks for the answer. I figured it would be best to just let him
start with the bound spirit. My thinking was along the same line, but
I didn't want to start a new campaign off on the wrong foot.

Note that I didn't actually check the rules, so for all I know it _is_
mentioned somewhere, but this is the way I'd do it if I couldn't find
another answer. It just seems the logical way to do it to me :)

I think the only thing they say about this is that you must pay build
points for the services the spirit owes you.

I don't think we've ever bothered with the materials, but hermetic mages
should
have the proper conjuring library.

Even that really isn't required, IMHO: you can always say the character
conjured the spirit and then lost (access to) the library used for it.
Any number of plausible reasons for this can be found: it got destroyed
during a run; his library card has run out; his apartment's fire
sprinklers turned on when he summoned a fire elemental, and he'd
forgotten that inkjet printers use water-soluble ink, etc. :)

True, but that leaves the mage unable to summon replacement elementals.

Yep :) But that's the choice you make, isn't it? Having (rating^2)*1000
nuyen to spend on other stuff for the drawback that you can't have more
elementals until you earn more cash in the game.
