Actually, it gives a +1 pool bonus to tests involving physical skills
linked to physical attributes. It doesn't actually modify the skill
rating, which, as far as I can determine, means that it doesn't help
with the defaulting issue, and it also doesn't count towards the 1.5
modified skill rating limit.

That being said, I can't actually find any bit of cyberware, bioware
or adept power that directly alters your skill rating, which so far
means that modified skill limit is kind of redundant. It can be
argued that the bonus dice for the test equate to an increase in the
skill, but in that case it strikes me as strange that cyberware and
bioware explicity alters the values of attributes, but is worded
differently for skills

The way I read the rules, only incompetent characters get to
default -- that is, characters who don't have the skill. It is
assumed that everyone has most skills, albeit at a rating of 0, and
therefore normally rolls their attribute with no modifiers.
Well, I'm not sure, actually. This part of the rules is very
poorly-written and confusing, what with their "everyone has the skill
at a rating of 0" and their descriptions of skill levels "Unaware"
and "0 - Untrained"...

I believe the intention is that characters with incompetent can't
default at all. ie, if normally anyone can use a computer to do basic
stuff (in other words, default) unless they are incompetent, in which
case computers are a complete mystery (in other words, can't even turn
one on)

That's my understanding as well. Everyone knows enough to give most things
the old college try. If it's not italicized in the little skill listing, it
can be defaulted from.

There's actually not that many skills left that EA helps with. The B/R loss
in particular is sad, for me.
