So, SR4 assumes everyone has a skill of 0, unless they buy it higher or they
are incompetent, yes?

Enhanced Articulation gives +1 to all Physical skills linked to Physical
attributes.

Does this mean that a character can take Enhanced Articulation and never
again have to default (and suffer the penalties for doing so) and have all
of those physical skills at rating 1?
