We're talking about Korishinzo (or Kori, or Ice Heart as her email states).
Pax is one of the "colorful" characters you'll meet in the Arc during the
Shutdown.

Pax is the top-level White Banded of Deus's Army (highest level Otaku
actually). She from Atlanta (IIRC) and after the Shutdown and Deus's
destruction/freedom (however you look at it) she creates the Toxic
equivalent of Otaku (I forget what they're called. Check Threats 2.) Check
out Brainscan for a quick write up about her past.
