I agree, I have a difficulty with too powerful starting characters,
I would suggest that you slide all the values on the Character
Creation/Priority table up one level, then add a new lower level,
it produced pretty good gangers in my campaign.
Then put a gear limit; you can only have Bio if you have a contact/
reason in your background; you can only have stuff with an availablity
of double an appropriate Ettiquette (I use the PC's ettiquette (within
reason) to make Gear Availability checks); then ban Alpha and Beta for
any but those from the CIA, etc.

The main problem with letting them roll for it, is how many times do
they roll, the PC has probably been running for a few years, that
equates to a lot of rolls, letting them do it only once will bring
complaints of unfair.
