I saw an article recently that advocated starting AD$D characters at
3rd-5th level instead of first (carrying on the "They're Heros"
idea). It works on a lot of levels: starting PC can actually do
something, and it gives the GM a broader range of NPC foder to work
with.

Shadowrun does the same thing. Starting characters are fairly
experienced and well equiped, and are way better than your typical
street scum.

Actually I can't argue that. Even at 3rd level mages in AD&d were
pretty weak, but they had a few more options. Good argument.
