This sounds pretty good. But perhaps an even more natural thing to
do would be to allow raising by 1.5x _original_ starting value for
the attribute. So you stay true to your original character concept,
yet can still develop within that.
(By basing it on the original attribute, you avoid the problem of
a group of characters homogenising as they get karma.)
That would be _slightly_ more generous than the `can only increase
by 1, ever' rule, if you also limit it to one stat only.
A touch more generous: one mental and one physical attribute.
Substantially more: to as many attributes as you like.
And more generous variants of each of the above would be to
allow 1.5x maximum for 1 stat, and 1.25x maximum for the others.
