Has anyone ever given any consideration to vehicles, for example a motorcycle,
equipped with an active noise-cancellation device? (Monitor the noise signal,
invert the signal, and broadcast. The inverted signal will cancel out the
noise.) This would greatly increase the stealthiness of any vehicle.

That is why there is both active [as you discribe] and passive masking
for vehicles..rules already made up and everything...
