Nope. If your magic rating gets to 0, that makes you mundane. After that
point, your aura doesn't care any more, so you can go out and get that
adrenal pump that you've always wanted without essence loss. :)

If he gets to 0 essence / 0 magic before he initiates, then no. As soon
as magic hits 0, he can't initiate because he's mundane. If he initiates
first, then gets the bioware, then yes, he could have 0 essence and still be
able to chuck spells. Not very *good* spells, probably. And he's dropped a
large amount of karma to initiate.
