According to the "Life on the Edge" section of the /Shadowrun, 4th
Edition /book:

"Often it's the truly unusual who are singled out for discrimination:
for example, even nearly ten years after the return of Halley's Comet
brought SURGE and a new wave of changes, the so-called "changelings"
still have a hard time finding acceptance within mainstream society,
while the less common regional metavariants (such as menehunes, fomori,
and night ones) encounter more prejudice than their more generic
"vanilla" varieties."

This is one of only two instances of the "SURGE" in the book and the
only reference to things like "menehunes" and "fomori" - where can I
find more information on this?

I don;t have it, but it's in the supplement about Haley's Comet returning (Year
of the Comet?) and triggering another Awakening...

SURGE is explained in Year of the Comet, the first sourcebook released
by FanPro. Basically, it's similar to UGE (which, as you should recall,
produced orks and trolls in 2021) in that it caused mutations in
otherwise ordinary people -- but now you're looking at much more random
and one-off stuff rather instead of whole populations changing into the
same different race. SR3 rules for SURGE appear in YotC, and should be
reasonably compatible with SR4 with a minor amount of tweaking.

Menehunes, fomori, night ones, etc. are something else: metahuman
variants, which are (usually) geographical variations on the basic
metahuman theme. For example, a fomori is a troll without the dermal
plating, a night one is an elf with short black fur, etc. These are
introduced and described, for SRII and SR3, in the two editions of the
Shadowrun Companion.
