IIRC, summoning spirits is an exclusive action, which would prevent the
shaman from doing while projecting.

Somewhere in SR3 it says that summoning is an exclusive action, so doing
something else, including astrally projecting, is out of the question.

No. Page 162 of SR3 has a handy table showing what can't be done together
with other magical activities. Since astrally projecting is a magical
activity, and summoning is an exclusive action, that means you need to
stop projecting before you can summon a spirit.
