is?

see it detailed anywhere. Where do I find it?

Hehe... Zeb's being a goof. That's kind of the literal pronunciation of
YotC, better known as Year of the Comet.

YotC contains full rules for using Changlings (aka SURGE, Sudden
Unexplained Recessive Genetic Expression. Good lord, I just did that off
the top of my head :))... Both as a random, err, SURGE for experienced
players (randomly checking to see if they're effected, and if so, randomly
determining the effects) as well as using them as an Edge/Flaw set for use
during Chargen.

That's okay, I still remember that THRUSH stands for Technological
Hierarchy for the Removal of Undesirables and the Subjugation of
Humanity, and I heard that one a lot longer ago than you read what
SURGE means. ;)
