SURGE is a kind of UGE or Goblinization of the 2060s, but on a much smaller
scale. Background and rules for it appear in Year of the Comet, but what it
basically comes down to is that some otherwise normal people develop small
mutations, like gaining thermographic vision, growing feathers or a tail,
changing skin color, and so on.
