Would depend on the spell. If the familiar is casting something like a
mana barrier or something that will only affect the astral (that is if you
allow the spell to be sustained in astral space), then he can do it. Like
a mage on the astral casting spell on a friendly mage he knows.

As for most anything else, he would most certainly have to be manifest, to
cast a spell. Treat, increase attributes, etc.

And he would have to stay manifest to sustain them, you normally can't
sustain spells in astral space, and I think astrally projecting is an
exclusive activity, so that even if you could sustain spells in astral
space, you would have to drop them to get there.
