No, a character can only walk *once* on his action phase.

(That's approx 3 seconds per turn). I agree that it's pretty slow,
but it's taking into account that the character is in combat and not
on a daily stroll down the park lane.
What has always bothered me, however, is that characters "jump" their
distance because their action phases (AP) are split up with "pauses"
of 10 combat phases (CP). That means:
I have an AP at 18, I try to shoot my enemy at 70 meters.
At 17 my enemy has an AP, where he runs (quickness(5)*3) meters.
My buddy on 16 shoot at the enemy, but this time at 55 meters.
So in effect, the guy has run 15 meters IN JUST ONE COMBAT PHASE.
Using the movement I suggested, movement is divided into two CPs
instead of one, which makes it more plausible IMHO. You can even (if
you want to go on and figure how long he gets in one CP)
