Try making a run in one of the fairly secure areas of the town (most
downtown business districts would fall into that category). Let Lone
Star incidentally stop the teams car (or bike or whatever, if they're
walking - so much easier) asking for driver's license. Then let the
cops notice the heavy armaments (if it's in the trunk, let them
search it, say looking for illegal aliens). No way the team is going
to explain it away ("Sure you have a permit... All units, all units,
requesting for backup!!!"). If they try to run away, perhaps start
shooting, the more the merrier... Let Lone Star chase them all
through Downtown. Put in choppers, cars... Lone Star comes down
heavily on scumbags packing military grade gear (and, yes, in LS' POV
a combat shotgun IS military grade). Don't let the runners get away
easy. Let one of them get caught (maybe the guy with the gun). Or
hurt them plenty. Or let them get away, but then the run is foiled
'cause the place suddenly crawls with security (LS keeps their
customers informed, you know).

They should think twice before making another run with heavy
armament.

Another thing (which only applies to new characters) is to restrict
what kind of gear is available at generation time. Use the
availability rating and say only items with availability of 4 or less
can be bought. One maybe two items with availability of 5-6 and only
one item above that (and only if there is a good explanation in the
character background). Go easy on riggers though, their vehicles tend
to have a bit higher availability rating.
