So far I've gotten two responses:

The problem with this is (using SI modification rules) is that the Roadmaster
starts out with 30/90 movement. Then adding the four points of armor to
bring it up to Citymaster standards, results in the speed dropping to 10/30.
Now turbocharging the engine boosts the speed 15/45, still well below that
of the Citymaster's 30/120.

I don't want to make a Citymaster that looks like a Eurocar Westwind, I just
want the ability to but some armor on a Roadmaster, without it coming to
a grinding halt. And the fact that the Citymaster exists, says it should
be possible.

I also thought of swapping engines with something a little more powerful, but
the engine swapping chart is no help at all. In fact the engine already in
the beast is more powerful then anything in the chart. Does anyone have a
logical method for expanding the chart?

I sincerely doubt that anyone could sell a shadow runner a security vehicle
from Lone Star Impound. Such things are bound to be missed. However, I
suppose I could claim to find a usable engine/undercarriage from some burned
out shell somewhere.

Still, if anyone else has any other ideas, please feel free to chime in.
