Actually if you think about it alittle, the sam above always has initiative of
8-10. Get you sam the Tac Comp Effective level 12 and Synaptic Accelerator 1.
You now always roll a 12 for init.

I though that the initiative 'bonus' was only the actuall level of the tac comp
not the effective level. Ie 1-4.
