Going from memory here but I think that's the organleggers organization
that is around. They are suppose to be mysterious group that no one's
quite sure who runs it. Maybe it's Ghouls or maybe they just hire the
ghouls and feed them the scraps that sort of thing. I'm confused though
because I know I was looking for information on them for the longest time
and realized it was in the Underworld sourcebook (I kept thinking Threats).
So if you've looked through the Underworld book, then maybe I'm wrong?

In New Seattle there's a referrence to Tamanous that seems to back your
theory of organ dealing;

p. 63, The Barrens chapter, under "Places to be", subheading "The body
mall"
there is a comment by Doc-U-Dub saying:

"This place does a brisk business with the yakuza and Tamanous, buying and
selling illegal organs and used cyberware."

Don't they operate in New Orleans ?
From memory, infos are either in Underworld, Cyberpirates or Smuggler Heavens
(probably the last one). I don't have the books near to check this.

Well, actually calling them organleggers is putting it mildly.
They do things like kidnap young women, impregnate them and then harvest
the fetus...I know there was the whole thread on selling corpses and
such...but I would hope this type of behavior would upset most runners.

There actually are paragraphs in the Underworld Sourcebook, p. 24ff.,
diskussing Organlegging and the like. On p.96 are GM-only Info, but it
contains no hard fact who runs them and the like. Just some hints and
ideas...

Breugel was a painter (16th century, IIRC).

Mahler was a composer whose name means "painter" in English.

Music, once composed, can be played on an organ.

Tamanous sells organs.
