The 23mm is the standard calibre for Soviet heavy machine
guns/light cannons. That calibre can be found on aircraft (where American
aircraft would have 20mm) as well as in a variety of other places. The
newer Soviet anti-aircraft tank that is in service, ZSU-23-4, mounts 4x 23mm
light cannons on a turret. Gave the USAF the willies so bad at one time that
they changed their order of mission precedence to include these things
specifically. As a matter of fact the beloved A-10 has armor in places
designed to stop 23mm stuff specifically.
In the future please be a little more specific when talking about
types of tanks. Darn near all vehicles that have significant armor,
weaponry and a military mission can be called a tank. When you say tanks
"...in the true sense of the term..." I can conjure up lots of images. No
spirits or elementals though. Damn!!! BTW, the light tanks and recon
tanks/vehicles are going away from the 75-78mm light tank gun and are being
refitted or designed to use 105mm low recoil guns. Yeah, there are still a
lot of 75mm out there, but not too many...

The older MBT will still be harmed by HEAT rounds. That's probably
the reason why the US Marines put Reactive Armor blocks on their old M-60
tanks but we have yet to see any on the M-1(M1-A1). The Isrealis, who
invented this stuff back in 1973, had their entire tank force made up of a
mish-mash of old and current MBT back then. Their reactive armor blocks
would stop the slow HEAT and HESH rounds but would not do anything against
armor peircing.
