Much easier would be to weave copper wire into the end of the whip (saves
having to get (probably expensive) conductive polymers), and put a button
on the handle -- press the button and anyone coming in contact with the
copper gets zapped, while the whole functions as a normal whip when the
button is released.

With a button to activate the taser, you can use it as a close-range
weapon just as easily: hold the whip just behind where the taser bit
starts, and push the button with your other hand. Then simply press the
shock end against the target.
