Shadowrun does not have this problem. It specifically states that
speaking takes up a free action PER WORD so if you players start
talking start using up there actions. They will soon learn

They will soon start finding ways around it you mean. Taking a break for a
coffee, or a bite to eat, talking on the way out and back in, writing notes,
and so on. I think they'll still talk, maybe not as much, but they'll still
manage it (players are devious little scumbags after all :-)), and what's
more you as the GM won't be privy to what they're saying. If that is the
style of game that they like, then the GM should plan and cope with this.

Which reminds me: the only piece of equipment I require all the PC's to
have is some kind of communications device. This way, I don't have to
worry who can talk to whom, etc.....
