+8 is like two deadlies (by extrapolating deadly to be +4, if you weren't already dead).
I think these numbers are harsh enough if not too

As far as game mechanics go, a +8 TN isn't out of line- the "stink"
spell and powers like "confusion" can cause similar penalties. I'd say
CS gas is in the same league as a "stink" spell, isn't it?
The effect's are not just vision based, but if the were, a visibility
penalty would be more apropriate (not all tests are affected equally by
bad visibility).
