I believe there exists a need for "salvage specialists" in the Shadowrun
universe but I am not certain about the rules for them. Would any of the
Rigger books have rules detailing salvaging parts from junk yards (ie. the
Rat's Nest or Black's Junkyard) and building equipment ranging from vehicles
to weapons? If so could you offer up any page numbers? If not I'd like to
discuss how to bring these rules about.

The short answer is "no" :) Rules for building weapons and vehicles exist,
but none for going out to a scrapyard and salvaging the bits you need for
them. This leaves the field wide open for your view on what these should
be, I suppose.
