I think it's just a case of whatever look and feels good. Although there
is a sort of standard to follow, on how much damage assault rifles, pistols
and the like do.

Formulas are not really necessary for SR, since I highly doubt the
original designers used any. The best way to make this kind of stuff is to
write up stats that you feel look good, keeping in mind game balance --
sure, it's possible to make a gun with a Concealability of 6, 100 rounds
in the clip, 20D damage, and weighing 2 kg, but it wouldn't fit in really
well with the other guns in SR :)

If you really want to create SR weapons based on a formula, buy 3G3 (Guns!
Guns! Guns!) by BTRC and download the SR conversions from my web page.
(Oops, I forgot, you only have email...)

For bioware, cyberware, vehicles, and so on, it's basically the same
thing: use common sense to decide if it's unbalancing, and if it is, tweak
the stats a bit. Upping the availability and/or cost is always a good idea
for such items, for example.
