Well folks here are the answers:To the first
question you get a rating 6 skillwire with 216Mp
(648000) ,a dedicated chipjack with a rating 12
martial art (68400) and enhanced articulation.As
winner to this I hold Arie as the one who got too
close (althought his answer was too expensive to be
practical)!
As for the second question, you get a albino gnome
mage with a bonus attribute point (W10) a mnemonic
enhancer 3 and sorcery and conjuring at 6.The winner
here is Sebastian Wiers who got it right on the spot.

P.S. to Sebastian Wiers :Munchkinizing is all about
reading and combining the rules!

As was pointed out previously, you asked for a /skill/ of 13 which is not
possible. The above does not give you a skill of 13; it gives you 13
dice. Additionally, you cannot buy a rating 12 item at character
generation. This is not a beginning character. You could switch rating 12
with a rating 6 and then add a rating 6 CED. Also, how can you run a
rating 12 chip on a rating 6 wire??

Huh... I thought this was supposed to be a starting character. Can starting
characters have rating 12 equipment? Or is availability the only limiting
factor?

As other pointed out, you can't buy anything with an actual gear rating
higher than 6 at character creation. That includes programs, electronic
devices, certain drugs with variable ratings, and skillsofts.

Munchkinizing is all about what you do with the character you are
playing- a munchin isn't acting as such if all they do is make hideous
characters and never play them. Minmaxing is about reading and combining
rules, especially at character creation. Its not art, it is simply an
applied science, like balancing an equation or taking a side in a debate.
Minmaxing can serve as one way to get an idea of what is reasonable
within the game world and what is not, and therfore might be considered
useful if not abused.
Munchkinism is, by popular defination, not at all useful, and always
abusive. Which may be the only way it qualifies as an art...
