Well, if they're poor they could be enguaged in drug dealing,
organ theft, prostitution, racketeering, smuggling or any
criminal activity.
maybe involved with organised Crime? Yakusa, mafia, triads,
tongs, union corse, columbian drug lords etc.
Or maybe terrorism ?
for OR AGainst Metahumans...what if they've gone Anti-meta
and joined the humanis?
Against 'corporate oppression'...so they blow up buildings

If either have magical powers, they could realy have fun.
they could run a mage hiding ring, or have been recruited by
any corporation. They could steal by magic, kill for someone
(any SR plot would do)

If you want plot devices, why not have a parent
killed by police
killed by corp police
killed by gangers or famed serial killer
killed by random chance; put an event on the 'Vid, like a
plane crash, a boat or hovercraft sinking, a building burning, a
terrorist bomb, a bridge collasping, a Naga appearing in a
subway station, a crazed serial killer being caught...
anything MediaGenic:then let them discover that a
parent was killed in the Media event
killed by ICE while decking
involved in criminal activity and hunted by someone
But its more fun if they're alive
but they could be crippled by an accident, drug use, Black
ice, drinking polluted water, police or gang beatings, attempted
suicide, radiation poisioning, or madness...
let you imagination run Free!
And that could be physical disability or mental damage
