Some other ideas on this...

Assign each satellite constellation an Access rating just like the current
networks. This is used in the same manner as stated in VR 2 and represents
spoofing or hacking an account with the satcomm people. Use the same Trace
modifiers and if you are traced the hacked company is assumed to notify the
satcomm provider and they kill your connection (and then your account once
they discover its faked/hacked), use the same response times as given but
ignore where you're jacking from and instead base that line on the satcomm
providers security.. If people start hacking the satcomm provider a lot then
boost the Access rating to show improved security (its a lot easier for them
to increase security then the public datanet can).

Remember that the satcomm people don't care where you are in the world,
you're charged the same if you use a satphone from downtown Seattle as from
the middle of the Amazon. So your "home" LTG can be Great Britain just as
easily as the UCAS. BUT since you have to have an account there as well,
unless you are boosting or have a legit account in that RTG/LTG then you
have to make a separate Access test to sleaze your way in.

Satellite constellations don't have system ratings like LTGs or RTGs since
you're just bouncing off the satellite to a groundstation that is connected
to the regional RTG/LTG.

Each system could very well have a rating separate from the RTG or LTG its
connected to. Again I'll have to look at this when I get home. But,
refering to the previous post I sent, there's no reason to assume that you
would even need an account in the first place, so there's no reason to
sppof one.

For the satphones that's not necessarily true. The Iridium system business
model called for the same pricing structure no matter where you are
located. For some of the other systems (Teledesic for one), the business
plan calls for different rates depending on the location that you are
calling from. THis would mostly vary on what country you were in.

Again, the constellation could have its own rating since you are not just
bouncing off the sat to the ground station, but trying to slip your signal
directly into the sat itself.
