According to the Strain III rules, no cloud of Strain III is higher than
Rating/Force 11, and 'clouds' can be killed in Astral Combat or by mana
Spells.

Any GM can determine, for his own campaign, how many Ghouls or packs of
Ghouls managed to kill off the clouds that wandered into their encampment.
The same for Ghosts, etc. Powerful individuals could survive on their own.
An individual that could defeat a Force 7 cloud but not a Force 11 might be
smart enough to let a powerful cloud feed on his ward until the cloud splits
in two, and then come out and kill each of the two clouds separately.

In my campaign the surviving Bugs, Shapeshifters and Ghouls hide from humans
well enough that the media reports they all died, and Ghosts still roam the
Shattergraves. The Cabbrini Green apartment complex ('Ghoultown') is
deserted.

Also in my campaign, an Ork woman high up in government circles paid the
runners to go in two weeks before Strain III was released and bring out
several beautiful and good looking women that had apparently survived the
containment zone unharmed.
