From CNN, and corroborating newspaper stories I read 3 months ago. . .

Piracy is on the rise in Hong Kong, the city which is negotiating political
reform in anticipation of being returned to China when the British Lease runs
out. Ships have been attacked by well-armed men who match the description of
Chinese security forces. Apparently, the operation is being run by renegade
Chinese officers who are abusing their priviliges given to them by a tough
anti-smuggling law. Hong Kong is reluctant to press the Chinese because of the
negotiations. Apparently, an international effort is required.

Just goes with my belief that the real world is equally if not more exciting
than any fantasy we come up with.
