Almost. You would still only be able to use the rating 10 chip at a rating
of 9, because the wires' rating is only that high. It might be able to
handle up to twice its level in chip ratings, but it doesn't allow you to
use chips of higher ratings than the wires' level. What it *is* useful for
is using two rating 9 chips at the same time.
