And they'd be able to see through normal glass, since their
thermographic vision functions next to their ability to see in the
light visible to humans. Most likely, troll and dwarf eyes are
simply sensitive to the infrared part of the spectrum, whereas
human eyes are not.

Anyone using purely thermographic vision, though, such as a set
of thermographic goggles, wouldn't be able to see through the
glass at all.

That does suggest trolls and dwarfs should perhaps get some
kind of penalty when trying to spot (or shoot) something through
a glass window, though, because the thermographic part of their
vision essentially gets turned off.

It would look odd. FoF discusses the differences between natural and
other forms of Thermographics. Denizens of Earthdawn even mentioned the
oddities of Dwarven paintings because of the artists attempt to paint
heat signatures with color onto the work. It's still a subtle thing,
though. Normal races find the works odd but a lot don't know why.

I have a feeling it would look as if you're looking through a screen
door with (very?) fine mesh in it. In the IR part of the spectrum
the troll or dwarf would be seeing an opaque sheet while in the
"visible" spectrum they could see through the same glass. I feel
that should give some kind of penalty, perhaps +1 or so.

I could "see" that. Anything else would be too extreme.

I would probably use the Normal Vision column on the visibility chart
instead of the Thermo column since the troll/dwarf still has perfectly
usable normal vision if their thermo is blocked.

If they were trying to look through a warm or hot clear surface, I might
apply a penalty to the Normal Vision column due to the clouding on
the IR spectrum (unless natural thermo can be turned off at will).
