The Professional Rating tells you when an NPC will withdraw from a fight:
with PR 1, they pull out at a Light wound, with PR 2 at a Moderate, PR 3 at
Serious, and with PR 4 they keep fighting until they're dead. You can do
more with the Professional Rating, BTW, because most people don't keep
fighting until they themselves are wounded/dead if they see their
colleagues get mown down by the opposition; so you could, for example, say
that NPCs will stop fighting when they've taken enough wounds (see above)
or if they see a number of allies get killed/KOed/run away equal to their
PR.

The Threat Rating is an SRII-era thing, and was replaced by a Karma Pool in
SR3; this is used just like the Karma Pool of PCs. (The Threat Rating was a
way to avoid having to keep track of dice pools for NPCs: instead of giving
NPCs a pool of dice that refresh every turn, they got the TR in extra dice
on _every_ test. A TR of more than 1 or 2 made NPCs virtually unbeatable as
a result.)

these NPC Karma Pool dice are applied and how many can
be applied for an applicable Test?

The NPC Karma Pools use the same rules as the PCs :)

Yes. You can usually just convert 1:1, as TR was never very high for
reasons mentioned in my initial post in this thread.

How they're applied? Simple: just like for PCs. If you, as a GM, don't like
the way the dice rolled for a particular NPC, you could spend a point of
the NPC's Karma Pool to re-roll the non-successes, for example.
