The simple question is...what happens when you tie in ranged, melee, and
unarmed combat? This has been buggin us for days, and everyone has a
different interpretation on the rules. Can anybody help me with this?

Okay, but keep in mind that this is yet another interpretation :)

I decide ties by Reaction. Lowest Reaction declares his action.
Highest Reaction declares his action and acts. Lowest reaction
acts.

In the case of a Reaction tie both characters write down their
declarations and then both character act simultaneously. If
simultaneous actions occur during melee combat niether character
can defend himself (because each character is attacking).

For Armed and Unarmed combat it's in the BBB, page 100:

"The character who rolls the most successes has hit his or her opponent. A
tie goes in favor of the attacker."

If you have equal sucesses in ranged combat, the weapon does base damage
(BBB p. 91).

No you don't... why? Because ranged combat is not a Resisted Success Test,
so there's no ties to worry about.

Ranged combat is a standard test (for <Ranged Combat Skill>), followed by a
Damage Reduction test.

Melee combat is a resisted success test (for <attacker's melee skill> vs
<defender's melee skill>), followed by a Damage Reduction test for the poor
sap who got hurt. As stated already, in the resisted success test, a tie
means the attacker inflicts base damage on the defender.

In ranged combat, it's simple: the damage taken by the target is the base
for the weapon. For example, Jack shoots Jill with a Predator and gets
4 successes on his Firearms tst. Jill resists with her Body and Combat
Pool and also gets 4 successes => Jill takes a Moderate wound.

In melee and unarmed combat (which are basically the same), both attacker
and defender roll a skill test, and in case of a tie, the attacker hits.
The defender then gets to resist the resulting damage. If Jill now punches
Jack and rolls 2 successes on her Unarmed Combat, Jack must roll an
opposed test. He also gets 2 successes, so Jill hits. Jack now rolls a
Body test against Jill's (Str)M damage.
