Hello Chummers!

I am starting a Tir campaign and I think that some points need some
clarification, so feel free to mail any of the ideas/oppinions u
have on the following questions.

Considering the Tir's 'special' nature (racism, VERY strict laws,
VERY effective peace force etc.)
What should the races of the runners be?
Should they be natives ?
If not, is there a resonable way for them to get in ?
Should it be a one time run, or could such a society support
steady running?
If anything else comes to mind feel free to mail, I am looking forward
to the feedback.

The runners should probably be elves unless you are running street level
charcters. No one really care what happens to squatters and other scum.
But expect a hard time in trying to leave Portland, because of the wall.

Well, wealthy Mr. Johnsons can arrange for anyone to get in. But non-elves
would probably not be asked to stick around after their mission is over.
Elven characters could be modeled after Blackwing, a Tir elf and a runner
who appears in several modules.

Generally, I think there would be a market for highly skilled, elven
runners with good contacts. Take the new movie Demolition Man: (OK, you're
from Germany, and probably haven't seen it, it still applys for the rest
of us.) even the best societies have their dark sides.

ANything they want. You'll have to review your plot for situations
where being of or not being of a certain race will seriously block an adventure,
and have a way around it. At least have Rent-an NPC available if the party
can't do the job.

Depends on your campaign. They should have a good reason for being
there. They may be watched by The Powers Above.

See above. If you want the campaign to start in the Tir, just make
sure that everyone has a reason for starting (and at least temporarily
staying there-no people there in the middle of a run).

Again, this is up to you. I imagine anyone who can operate in the
Tir would be very valuable--the jobs are fewer and farther between, but would
pay more than the average Srun. And just because they run doesn't mean they have
to forego a day gig-they can own shops, run courier services, or be private
investigators.
I picture this campaign as a set of respectable, above-average, less
combat-oriented runners. Genteel 'Sneakers', as it were. They get ambitious
jobs, mostly running for or against (sometimes both) the Tir government itself.
They'll have extensive, highly-placed contacts to bail them out of minor
trouble.
