I was looking at the magic rules in the SR3 and MiTS and got to wondering
bout totem modifiers. If a Rat shaman, for example, is casting a combat
spell (-1 die), does that die come aff the allocated dice or the available
dice? Say 6 total dice available (sorcery and Spell pool) does he say "ok i
use 6 dice and then -1 so five" i.e. that die is unavailable for other
purposes. or "ok i can only use 5 dice but i have one left over" I think the
first makes more sense as a restriction but I didn't see a clear cut answer.

Ok next question, on pg. 305 of SR3 there is a price listing for spell
formulas. Are magicians supposed to pay for a spell formula for each spell
upon creation or is this just for learning new spells?

It comes off of your available dice for casting. If you're casting and
your sorcery is 6, then you can only use 5 dice. If you want to augment
those dice with spell pool dice, you can.

AFAIK, it's only for learning new spells after character creation. You
start off with XX number of force points to use for spells that you already
know. Like buying cyber/bio and not having to worry about street index
until *after* creation.

It's the first: if you were to roll 6 dice, you only actually get 5 -- so
if you _want_ to roll 6 dice, you'll need to allocate one more Spell Pool
die than you would for another type of spell. SR3 says they're modifiers to
"the final number of dice rolled."

It's for learning new spells once the game has begun. If you're creating a
new character, you don't need to pay these costs, but if you want to learn
a spell and don't feel like finding a teacher, you can buy a formula and
learn it from that. It's sort of like buying a textbook about car
mainenance when you could also follow a course.
