Ok, this is a little weird and maybe off topic I admit but.....

Would a silicon breast implant have any balistic armor type of effects?

Not normally, but you could custom-order something to that
effect... No chance of making it look like the real thing, tough.

Considereind that dermal plating does not, and is (at level 3) easily as
visible, I'd say "no way". But if you had dermal armor, I'd allow breast
augmentation for free. I'd add it in as cosmetic surgery (per M&M) if you
wanted an attractive (not nescesarily realistic) job.
