Hmmm is it possible to make a clean miss against an enemy who uses
Treat rating (i mean, no dices pools) ???

The rules specifys that you make a clean miss when the opposing character
got
more success than the attacking with his dice pool... but in the Treat
rating rule you
dont use the combat pool...

should we say that if the Treat Rating success overcome the attacking
success, this
is a clean miss???

I treat Threat rating somewhat like a Combat Pool given the situation
in my camapaign. When an NPC is surprised or caught unaware by the PCs,
I cut his Threat rating down to half or reduce it completely. (eg. PC
around the corner holds action to ready his weapon if the Corp Sec Gaurd
comes towards him to check out his noise he made when he crapped out on
Stealth check - the Guard is unsure wheteher that was his buddy coming
out of the toilet or that he saw SOMEBODY in the compound that wasn't
supposed to be there SO I've give him HALF of his Threat rating.)

Yes. In most cases, the Threat rating has a smaller amount of dice
than the Attack skill that goes with it SO NPCs are LESS likely to miss
(as opposed to the PCs). Unfortuantely, most NPCs are to be declared
targets anyway by my PCs and I feel they need every Threat rating dice
they can get. It seems a little unrealistic for NPCs to be unable to
make a clean miss (not making the T# is a miss as well, isn't it?), but
what matters to me is to for my NPCs to carry a story and not just be
canon-fodder for my PCs. Then again, if you are still unsure about how
to use Threat rating for your NPCs, then NIX it altogether and use the
Combat/Magic/whateveer appropriate pools for them instead.

SRII, page 187, under Threat Ratings:

"Threat Rating dice should be treated as Combat Pool dice for determining a
clean miss."

Threat Rating dice count as Combat Pool dice for determining if an attack
is a clean miss (SRII page 187, the last sentence in the left-hand
column).

Exactly. The snag here is that NPCs will roll much fewer clean misses than
PCs, because there are fewer dice in a Threat Rating than there would be
in the Combat Pool for the character. This may balance out somewhat
because TR dice are always available, though.

It does seem to balance out because the PC must divide the pool among being
shot multiple times and also wanting to succeed in shooting someone else.
Give me a threat pool any day.
