Sure. In fact, a few years ago on this list, someone made an attempt to
introduce a system like that for SR. I don't remember who or when it was,
though, so that won't help much in tracking down the effort from back
then...
Anyway, I think the best way to introduce them would be to change the
entire character generation system. The way I'd set this up is to, instead
of picking priorities, give a fixed number of points to assign to
attributes (including Magic, which would have to get 6 points or none at
all), then go through the carreers and let skill levels and money come
from those. Starting at age 12 and making each carreer take 2 years, then
having to roll 2D6 under (not equal to) the carreer number to reach the
present day gives a reasonable age for a shadowrunner, I think.
