I had a player once who tried to pull this one. After his
character was killed (by another PC, long story), he came to me and said,
"okay, my new character is my old character's little brother. They were
super tight, and he wants to figure out how his brother died."
In other words, "I'm a dick and I want payback against the guy
whose character killed mine."
My question to him was, "if [the deceased PC] and his brother were
so close, how come I never knew about him before? He would have made a
great NPC. Oh, wait, you just want to be a dick. Better luck next time."

To be fair to the PC's involved, it's not quite that
bad. The brothers are two different players, who
designed the pair as a team at the start of the game.
