IMHO, it is cyberware, because it has an Essence cost, so make him lose
Magic Points for the cyberware. If he still has enough left to buy
Increased Reflexes, you can treat it as the equivalent of an Increase
Reflexes spell (p.155 of SRII), which is not cumulative with cybered
initiative dice. In any case, you're the GM, so it's your call.

Why not? A full cyberleg (or arm) costs 1 point of Essence, so why not
make half a leg cost .5? Half legs do exist (see the last story in the
Into The Shadows novel), so you could give it to him. Maybe you could
increase the Essence cost of a half leg a bit, maybe to .6 or something,
making up some reason like the interface between the leg and the body
requires the extra Essence.
