Easiest way to do this? Simple. The cost of adding the Smart Link to
your gun inludes a chip slot for an upgrade chip (since you need to
update the gun and the cyber/goggles) and so when the gun & cyber/goggles
intialize/synch with each other, the chip updates both. Then, when you
switch guns and the initialize/synch procedure starts over again, the
cyber/goggles update the gun.

Optionally, the upgrades are one-shots and require one chip per gun. (in
which case the gun upgrades the cyber/goggles if neccesary but not the
other way around.)

The difference with SL-II was that it actually needs new hardware (like
the specialized CPU needed some new instruction sets and such.) so it has
to be physically upgraded rather than through software ...
