Subject: Useless miniguns

After reading several posts arguing that miniguns with a permanent ROF of 15
rounds are useless I once again ask myself - What am I missing here? My reading
of the rules on p. 92 & 93 of SRII suggests that one can fire full auto bursts
with various numbers of rounds at different targets. If I, for example, have
recoil compensation for 10 rounds why can't I fire a 10 round burst at a target
I would like to hit and and aim the remainder elsewhere and ignore them? Does a
'permanent rate of 15 rounds per complex action' mean I HAVE to put all 15 into
a single full auto burst?

Yes, That is why they went out of their way to say PERMANENT instead of
variable...
