oh, what the heck. Give the guy the reaction bonus when he isn't
rigging. I don't think it's that great an advantage. In SR1 that was
the way I did it, but not that I had any riggers who were away from the
vehicle long enough to use it!

Like gurth pointed out, SR2 is a little more specific about it (which I'd
missed when I read that book).
