According to David Foster, at 8:25 on 11 Sep 98, the word on the street was...

It struck me that they didn;t tell us how to figure out Availabilities for
vehicles in SR3, even though the values are in there. It looks to me like
Availability TN and time equals the cost divided by 20,000 and rounding up
to the nearest whole number, but this doesn't fit for absolutely all
vehicles, mainly drones.

There may also be a pattern to the Street Index, but looking over it just
now while I'm still only half awake didn't help me find it ;)
