Your basic car (ford americar) would have an initiative of 1d6+.. okay, I
don't know what to add here, but that can be taken care of later. A sporty
vehicle would have an initiative of 2d6+. Your custom/advanced vehicle
would have an initiative of 3d6+. And your high-tech vehicle (Formula race
car, military jet fighter, etc) would have an initiative of 4d6+.
On any given turn the vehicle rolls it's initiative, and the driver rolls
his initiative. Use whichever initiative is lower. I.e., even the world's
best driver with a rating 3 vehicle control rig can make a ford americar
win at Indy. Likewise, your typical joe isn't going to win at Indy even if
he has the best car on the track.
A vehicles initiative is a reflection of how fast it can go, and how many
opportunities the driver has to take an action.
Please note that his does not necessarily equate with maneuverability. A
drag racer for example would have a very high initiative (maybe 5d6+), but
it's handling is lowsy. Even though the driver has several opportunities
during a turn to turn the drag racer, the drag racer isn't going to turn.
However, a very maneuverable vehicle might have a combination of good
handling, a high initiative and a low base speed.
