Except for one thing: The astral mage ALWAYS goes first. Somewhere(I don't
have my Black Book right now) in combat I think, there is a note that says
that an Astral Mage or Shaman goes first, a Decker next, then a vehicle, and
finally the meat body of any regular Joe. And the "regular Joe" includes all
sammys, physads, mercs, etc. So regardless of the Sammy having the faster
meat reaction than the party's Shaman, if the Shaman is astral and they both go
at 23, the Shaman goes first.
